Who We Are

The official state affiliate for ICMA members in California.

Cal-ICMA is a collaborative which maintains a strong relationship between ICMA and its members in California. We create a broad base partnership between all local government management professionals in the state, particularly in the areas of professional networking, development, and training to support ethical management in local government. We coordinate member service activities for California ICMA members which also includes new member recruitment and member retention, response to “ethics issues” relating to ICMA members, appointments to ICMA committees, task forces, and nominees for the ICMA Executive Board.

Cal-ICMA is the official state affiliate with ICMA members in California. Founded in 2005, the California state affiliation with ICMA is unique so as not to create another “organization” with a separate dues structure. Cal-ICMA is a collaboration of the Cal Cities City Managers Department (CMD), California City Management Foundation (CCMF), Municipal Management Association of Northern California (MMANC), Municipal Management Association of Southern California (MMASC). Cal-ICMA also includes a number of affiliate organizations: California Association of County Executives (CACE), CivicPRIDE, International Network of Asian Public Administrators (I-NAPA), Local Government Hispanic Network (LGHN), National Forum for Black Public Administrators (NFBPA), and Women Leading Government (WLG); along with members of the academic community and from all of the other ICMA membership categories.

Cal-ICMA Mission

The mission of Cal-ICMA is to connect California professionals for the advancement of ethical and inclusive local government management.

Cal-ICMA Leadership and Staffing

Cal-ICMA has a 38-member Board of Directors composed of representatives from the various groups of ICMA members within the state.

  • Pat Martel supports Cal-ICMA in her capacity as part-time West Coast Regional Director for ICMA.

  • A team of ICMA Senior Advisors (formerly “Range Riders”) serve as in-state resources and offer counseling, experience, and support to active local government managers and administrators.

  • Frank Benest serves as the ICMA Liaison for Next Generation Initiatives.

  • Kaci Fullerton, Program Manager, ICMA, provides communication and web content support to Cal-ICMA.

What We Do: Programs and Activities

  • Talent Initiative - Engage emerging leaders of cities, counties and special districts.

  • Ethics Program – Provides members with an array of information, access to programming, and awards.

  • Scholarships – Awarded to a select few outstanding individuals from diverse communities and are aspiring to develop and grow in local government leadership.

  • Senior Advisors Program – Established by the ICMA Executive Board in 1974 to make the counsel, experience, and support of respected, retired managers of the profession available to members.

  • Networking Events – Cal-ICMA hosts networking events in conjunction with the City Managers Conference (CMD), ICMA Local Government Reimagined Conference, ICMA Annual Conference, Municipal Management Association of Northern California (MMANC) Annual Conference, and Municipal Management Association of Southern California (MMASC) Annual Conference.
